While central government started gearing up for COVID 19 sometime in February, there were some states like Kerala and Madhya Pradesh which had started issuing Covid-19 related preventive measures in January itself.
Here is a ready reckoner for accessing these notifications and orders with respect to COVID19 issued by states and Union Territories (UT) and links of websites where one can find them.
Andhra Pradesh
The state has formed a State Control and Prevention Cell of Novel Corona Virus which has issued a list of protocols for the health care sector for collection of samples, transport of samples, hospital management, dealing with suspected patients and so on.

Arunachal Pradesh
The state government, vide an order dated March 17, stopped issuing Inner Line Permits (ILPs) to prevent the spread of the disease. ILP is a mandatory official document issued by the government allowing inward travel of domestic visitors.

Assam

Bihar
The government has a dedicated website for COVID19 through State Health Society under its Department of Health

On this website under the Letter/Advisory tab are several notifications/letters issued by Bihar government related to COVID-19 including health advisory for schools and other educational institutes as well as for travellers from foreign countries as far back as February 25. It further also includes containment plan, notification on strengthening surveillance, guidelines on home quarantine and so on.
On March 22, the Health department issued an order for lockdown of private institutions, offices as well as public transport

Chandigarh
The dedicated website:
The Chandigarh administration had banned mass gatherings since March 16, imposed section 144 of CrPC (requiring strict compliance of home quarantine orders) after one case of COVID-19 was reported in the UT, further on March 22 imposed section 144 prohibiting gathering of 5 or more persons in public places, the very next day complete curfew was announced. Further, there are many orders regarding extension of dates for payment of property tax, water bills, and so on:

These include the invoking of the Epidemic Diseases Act, the March 13 ban on IPL and gathering of more than 200 people, closure of shopping malls, the March 24 order penalising landlords harassing medical personnel and the latest being the March 25 order on testing of health care facility workers who are treating/coming in contact with COVID19 patients within 24 hrs

Goa

Advisories were being issued since March 11. From March 14 gyms, theatres were directed to shut, schools were closed for classes, colleges and universities were closed, exams were postponed, Zilla Parishad elections were withdrawn.
The March 20 order imposing section 144 of CrPC in Goa for prohibiting misreporting and spread of misinformation on COVID19 in South Goa. The same section was invoked in North Goa prohibiting assembly of more than 4 persons in public places

Kerala

Kerala government’s Directorate of Health Services (DHS) had issued COVID19 guidelines as far back as January 26. It is a detailed set of guidelines which includes pre hospital preparedness, surveillance, sample collection, screening and so on.

The government has issued a number of guidelines not just for the health care sector, but also for animal care (animal husbandry department), for mall employees, constitution of COVID19 cells, for routine vaccination, advisory for pregnancy and labour management, guidelines for Human Resource Management in COVID Hospitals.
