HC stays sedition circular, seeks details

A PIL against circular states it is beyond govt’s legal power or authority and that it is an attempt to ‘silence citizens’

The Bombay High Court on Tuesday directed the state not to implement its circular issued by the home department defining guidelines for the police to book people under sedition charges.
A division bench of justice VM Kanade and justice Dr Shalini Phansalkar Joshi asked the government to file a detailed affidavit within two weeks or it would decide on the petition at the admission stage.
The court issued the direction while hearing a public interest litigation (PIL) filed by Narendra Sharma through advocate J Shekhar. In his petition, Sharma sought quashing of the circular.
